    sold within a month of auction day As recently reported by the REIV Melbourne s median metropolitan house price settled at 540 383 for 2011 On an annual basis this is 1 8 down on the corresponding 2010 figure of 550 000 which should be viewed in the context of an increase of 18 over the 2009 median price Increases of that magnitude are not sustainable in the long term so the recent drop is really a case of the trend returning to the long term norm MARKET REFLECTS ECONOMY Investors now recognize we don t live in a vacuum but are subject to a variety of internal and external forces that shape our economy and the housing market As our economy slows and the high dollar drives manufacturing offshore economists are divided over whether interest rates should be maintained lowered or increased The task of the Reserve Bank is made more difficult by the booming states of WA and QLD Reining in the growth and potential inflation in the mining states could have a serious impact on the rest of Australia On balance it seems the RBA has got it almost right and we are unlikely to experience significant changes in our official interest rate in the foreseeable future The current rate of 4 25 is modest compared to the double digit rates of the late 80 s and early 90 s yet is well above most rates prevailing in the western world Because anyone investing in housing is committing to a long term purchase including long term debt the most important consideration is the stability of the the economy now and in the future The housing market thrives on stability and if the RBA can maintain a steady economy then buyers will respond accordingly FIRST HOME BUYER BENEFITS Most aspiring home buyers are familiar with the federal First Home Owners Grant of 7000 for houses less than 700 000 but fewer are aware of the various state grants and bonuses Following lobbying by industry representatives before the last election Victorian first home buyers now receive a 20 discount on stamp duty payable provided the property costs less than 600 000 So long as the house costs less than 600 000 those who elect to build or buy a new home will receive an additional 13 000 and if the property is outside the Metropolitan area there is a further 6500 available These are substantial incentives which are unlikely to last forever as a shortfall in revenue affects the state budget In the meantime the REIV has included in it s budget submission that the new home bonus should be scrapped and the savings shared across all new home buyers regardless of whether they buy a new or existing property Whatever the outcome it s obvious that the state budget is under extreme pressure from falling income and increasing costs of essential services Buyers should be prepared for a tightening of qualifications for or even removal of some of
